Recommendation
 
  • It is recommended that the Board of Trustees hold a Public Hearing to provide the public with the opportunity to review and comment upon Proposition 30 Education Protection Account proposed expenditures for 2022-23. 
  • It is recommended that the Board of Trustees approves Resolution #25 approving the Proposition 30 Education Protection Account proposed expenditures for the 2022-23 fiscal year, which will be incorporated into the District's Adoption Budget for 2022-23. 

Background
 
Pursuant to the provisions of Article XIII, Section 36(e) of the California Constitution, school districts, community college districts, county offices of education and charter schools are required to determine how the monies received from the Education Protection Account (EPA) are spent in the school or schools within their jurisdiction, provided that the governing board makes the spending determinations in an open session of a public meeting.  The language in the constitutional amendment requires that funds shall not be used for the salaries and benefits of administrators or any other administrative cost.  There is also a requirement a district must annually post on its website an accounting of how much money was received from the EPA and how that money was spent.  For 2022-23, the estimate for the apportionment to the District is $790,606.  The budgeted use of EPA funds is as follows:
  • Classroom Teacher Salaries: $580,497
  • Teacher Substitutes: $8,400
  • Other Teacher Compensation: $1,400
  • Health & Welfare Benefits: $59,193
  • Statutory Burdens: $139,154
Public Hearing: The public will have the opportunity to comment on Resolution #25, Resolution Regarding the Education Protection Account for Fiscal Year 2022-23.
