a. EICS 1 – Commonwealth and Stewart Creek High School's Request to Change Education Management Organization (EMO)

The Charter Schools Advisory Board recommends that the State Board of Education approve this amendment request.

b. EICS 2 – Central Wake High School's Request to Change its Education Management Company (EMO)

The Charter Schools Advisory Board recommends that the State Board of Education approve this amendment request.

B. 2:45 PM -- STUDENT LEARNING AND ACHIEVEMENT COMMITTEE REPORT (Mr. JB Buxton, Chair and Dr. Olivia Holmes Oxendine, Vice Chair)

1. ACTION

a. SLA 1 - COVID-19: Accountability Recommended Policy & Legislative Changes
a. 
It is recommended that the State Board of Education approve the recommended waivers to TEST-001 and to TEST-011 as presented.

It is also recommended that the State Board of Education approve the requested legislative waivers to support the actions outlined in the previously approved federal accountability waiver on March 23, 2020.

b. SLA 2 - COVID-19: Cardiopulmonary Resuscitation (CPR) Legislative Waiver
b. 
We are requesting legislative relief for SL 2012-197, the Cardiopulmonary Resuscitation graduation requirement for the 2019-2020 school year.  NCGS 115C-12.9d and 115C81.25.10.
 

C. 3:00 PM -- EDUCATOR STANDARDS AND PRACTICE REPORT (Dr. Olivia Holmes Oxendine, Chair and Ms. Amy White, Vice Chair)

1. ACTION ON FIRST READING

a. ES & P 1 - COVID-19: Licensure & Educator Preparation Legislative Requests
a. 
It is recommended that the State Board of Education request legislative action for the items highlighted in yellow in the attached document for Licensure and Educator Preparation COVID-19 related issues.

E. 3:35 PM -- BUSINESS OPERATIONS COMMITTEE REPORT (Mr. Alan Duncan, Chair and Mr. Todd Chasteen, Vice Chair)

1. ACTION ON FIRST READING

a. BSOP 1 - Approval of Contracts over $500 Thousand per CNTR-002

b. BSOP 2 - COVID-19: Transportation Hold Harmless Efficiency Ratings
b. 
It is recommended that a funding formula be developed and implemented so that at a minimum, school districts will not face any reduction in their funding formula transportation allotment compared to 2019-2020 levels.
 

c. BSOP 3 - COVID-19: Class Size Legislative Waiver
c. 
It is recommended that the State Board of Education approve a waiver submission to the General Assembly for the required K - 3 class size and affidavit .

d. BSOP 4 - COVID-19: Federal Programs Monitoring and Support Waiver Response
d. 
It is recommended that the State Board of Education approve the submission of the Federal Programs Monitoring and Support COIVID-19 Waiver Response as presented.
