Recommendation
To allow Palmer Hamilton School and Office Supply to serve as the System’s sole vendor for design, product procurement, and installation as it relates to cafeteria improvements at Holsenbeck Elementary School in the amount of $30,000 and to utilize the National Joint Powers Alliance, a national cooperative purchasing agreement, of which both Palmer Hamilton and Barrow County Schools are members to receive pricing for the various components of the project (fixtures, furnishings, and equipment).

Summary
On Friday, December 1, Joshua Wright, a 5th Grade student at Holsenbeck Elementary School, was awarded $30,000 to go towards remodeling the cafeteria at the school.  Joshua received this award as a result of winning an Uncle Ben’s Cooking Contest.  On December 18, Barrow County School System employees from School Food Nutrition and System Operations met with Joshua, his parents, staff members from Holsenbeck Elementary School and a representative of Palmer Hamilton to learn about Joshua’s vision for improvements in the cafeteria.

Financial Impact
The project budget is $30,000 to be funded by Uncle Ben’s as awarded to Joshua Wright, a 5th grader at Holsenbeck Elementary School, for his winning their national cooking contest.

Rationale
The remodel effort will be a lengthy process from establishing a final vision within the project budget, to having product shop drawings submitted and approved, to ordering equipment and having it manufactured and delivered, to install of equipment and finishes.  In light of all the moving parts and pieces associated with this process and because we want to have everything in place before Joshua moves on from Holsenbeck Elementary School this Spring we ask that the following request be considered.  Palmer Hamilton is a member of the National Joint Powers Alliance (NJPA) and so is our school district.  Palmer Hamilton’s products have already been competitively bid as part of the NJPA cooperative purchase agreement and so we would like to work through this sole vendor to complete the remodel project.  This allows for competitive pricing but it streamlines the design and procurement process. Palmer Hamilton comes highly recommended to us from neighboring school district nutrition departments who have used them and they are represented by a consultant with Professional Manufacturer Representatives (PMR) who we have often used with much success on other kitchen equipment projects.
