Recommendation
The Superintendent recommends Bowen & Watson as the Construction Manager at Risk for the Austin Road Master Planning Including New East High School Phase 1 Project.

Summary
A four-member review committee comprised of representatives of the owner, and Scott Walker our Walton EMC representative, met to discuss, deliberate, and evaluate each proposal at which point consensus was reached on the construction management firm with the most responsive and responsible proposal believed to be in the best interest of Barrow County Schools for this project.

Rationale
Preliminary Civil master planning and Architectural design of the project is currently underway.  As part of the project delivery approach presented to and approved by the Board in March of 2015, System Operations advertised for a Construction Manager at Risk through a sealed proposal process.  After a mandatory pre-proposal meeting in which nine firms attended, seven firms submitted proposals for our consideration.  The Construction Manager will join the Owner and Architect / Engineer in the design phase through to completion of construction in order to improve overall development of the project through collaboration to maintain the schedule, quality, and stated cost limitation.
