Recommendation
The Superintendent recommended the approval of a new Local Facilities Plan.

Summary
The Barrow County Board of Education signed a resolution in July of 2017 asking the Georgia Department of Education for assistance in the development of a new Local Facilities Plan.  Since that time, system staff has worked with the DOE to develop this plan.  The plan identifies facility improvement needs throughout the system and prioritizes this need based on two main factors.  One, the age of each facility and the time at which State funds may be withdrawn to address renovations and modifications.  Two, actual growth at each grade level and how this translates into a recognized need for additional classrooms.  The need established in this plan is then compared to the needs of all other systems in the State to establish a percentage by which State dollars are accumulated for our system.  A survey team made up of our counterparts in system operations from other districts will visit with us in the coming days to review our plan before sending it to the State for final review and approval.

Financial Impact
Total improvement costs or "need" eligible for earning entitlement for Barrow County Schools at this time is over $34,000,000.  It is our hope that if the State funds capital improvements at the $300,000,000 level this FY '20, that this will provide close to $3,000,000 worth of entitlement funding to our system in FY '20.  This sum of money would be added to what we currently have accumulated in entitlement earnings which is $13,346,203.

Rationale
Though our Local Facility Plan is updated annually by school system staff and submitted to the State for review and approval, a new facility plan must be provided to the State every 5 years.
