Notice of Public Hearing
Proposed Revisions to Chapter 9, Section 5 — Use of District Property
Laramie County School District No. 1 Board of Trustees gives notice of a public hearing concerning proposed revisions to Chapter 9, Section 5, Use of District Property, of the District’s Board Policies.
Public Hearing to Submit Oral Comments
Date: October 19, 2026
Time: 5:00 p.m.
Location: LCSD1 Board Room, 2811 House Ave
The hearing will provide interested persons an opportunity to present oral comments on the proposed policy revisions. The hearing is expected to last approximately 50 minutes. Speakers are asked to keep comments concise so that all interested persons have an opportunity to be heard. Oral comments will be made part of the public record and considered with written comments before the Board takes final action.
Written comments may be submitted on the District's website, www.Laramie1.org, or by email to Rebecca.Gill@laramie1.org. The 45-day public-comment period begins September 29, 2026 and closes November 12, 2026 at 4:00 p.m..
The proposed revisions address the availability and scheduling of District facilities; priority for District programs; insurance, facility-use agreements, staffing, cancellations, suspensions, and appeals; and the use of District vehicles, equipment, tools, materials, and animals. The revisions also incorporate the requirements of Wyo. Stat. § 21-3-111(a)(ii) governing rental fees charged to youth clubs and activities not sponsored by the District. No fee schedule or fee amounts are proposed as part of this action; any fee schedule will be considered separately.
The proposed revisions meet the applicable minimum substantive requirements of state law and, where they establish additional facility-use procedures, do so to promote safe, transparent, consistent, and fair access to District property while protecting District educational programs, operations, staff, and property. The District has evaluated the proposed revisions under Wyo. Stat. § 9-5-304 and determined that they do not have constitutional implications for private property.
Copies of the proposed revisions, the statement of principal reasons, and supporting materials are available at www.Laramie1.org and for public inspection at the Administration Building (2810 House Avenue, Door #1) during regular business hours.
