The committee chair or presiding officer may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add (BP 9323).

Duties and Responsibilities of the Bond Oversight Committee

The Measures L&I/C&G Citizens’ Bond Oversight Committee (COC) is tasked (by the State of California Constitution, Article XIII, Section 1, and the State of California Education Code, Sections 15278 through 15282) with informing the public concerning the expenditure and uses of Santa Rosa City School District’s (SRCS) Measures L&I/C&G Bond Revenues, specifically, by actively reviewing and reporting on the expenditure of taxpayer money for school construction in accordance with voter-approved projects. This charge is further spelled out in the COC’s bylaws as follows:

Section 3.1 - Inform the Public: The Committee shall inform the public concerning the District’s expenditure of bond proceeds. In fulfilling this duty, all official communication to either the Board or the public shall come from the Chair acting on behalf of the Committee. The Chair shall only release information that reflects the majority view of the Committee.

Section 3.2 - Review Expenditures: The Committee shall review expenditure reports produced by the District to ensure that (a) bond proceeds were expended only for the purposes set forth in Measures; and (b) no bond proceeds were used for teacher or administrative salaries or other operating expenses except in compliance with Attorney General Opinion 04-110, issued on November 9, 2004.

Section 3.3 - Annual Report: The Committee shall present to the Board, in public session, an annual written report for the Measures which shall include the following: (a) a statement indicating whether the District is in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution; and (b) a summary of the Committee’s proceedings and activities for the preceding year, either calendar or fiscal.

MEASURE L & MEASURE I BALLOT QUESTION: To improve educational quality and student safety by upgrading classrooms and science labs, replacing deteriorating and outdated plumbing, heating, ventilation and air-conditioning systems, providing updated 21st century classroom technology, and acquiring, renovating or constructing classrooms, equipment, sites and facilities, shall Santa Rosa High School District/ Santa Rosa Elementary School District issue $175 million/ $54 million in bonds at legal rates, including independent citizens’ oversight, annual audits, no money for administrators’ salaries and all funds benefitting local schools?

MEASURE C & G BALLOT QUESTION: To upgrade classrooms, science labs, learning technology, and job training facilities; repair/ replace deteriorating portables, leaky roofs inefficient heating/ cooling/ electrical/ plumbing systems; and improve campus security, fire/ earthquake safety; shall City of Santa Rosa High School and City of Santa Rosa Elementary School District issue $398,000,000/$125,000,000 in bonds at legal rates be adopted, levying 3¢/ $100 of assessed value ($20,000,000 annually) while bonds are outstanding, requiring independent oversight, annual audits, and all funds controlled locally?
