Mr. Byington called the meeting to order at 5:47 p.m. Mrs. Brenda Boyd gave the opening prayer and led the Pledge of Allegiance.

Mr. Greg Studdard presented the ESPLOST VI receipts for July 2026, which indicate the actual amount collected was $859,525. The anticipated ESPLOST amount was $744,792. We had a positive variance of $114,733.

Dr. Holland presented the custodial bid for school year 26-27. On a Jackson/Boyd motion, the board unanimously approved awarding the contract to ABM Solutions.

Sustainability with Accountability Inititative
Dr. Holland did a quick rundown of the budget priorities list and gave a brief overview of the budget process, as well as run down of the district’s strategic goals.
Overview of the Budget Process & Budget Presentation
Mr. Greg Studdard gave an overview of the funding sources and budget process, including a breakdown of how the state uses student populations to fund positions.

Dr. Holland discussed allotments at the schools.
Mrs. Coretta Stewart gave an overview of Teaching, Leading, and Learning, including a discussion of how the adoption of the new curriculum over the past two years is having a positive effect on student scores.
Dr. Holland discussed how the school system is using Federal funds to hire academic coaches and academic interventionists. He also talked about CTAE programs and funding, as well as SPED funding and needs.

He also went over safety budget items as well as facilities, transportation, information technology, and communications.
Mr. Studdard and Dr. Holland discussed a plan for a fund for school bus purchases in the future.

On a Burge/Boyd motion the board approved Dr. Holland’s recommendation for the one-time pay supplement for RCS Employees with a 6-0 vote and one abstention in a revote to include the language that the bonus goes to all employees not originally included in the governor’s bonus.

School Spotlight-Anna K. Davie Elementary
Anna K. Davie Elementary Principal Brant Amerman presented highlights from the school.
“It is my absolute pleasure to highlight the many achievements and good things happening at Anna K. Davie Elementary School,” Amerman said. “I want to recognize the staff members here tonight, they are the reason behind the positives.”
Anna K. Davie has had the highest staff attendance three months in a row. We were recognized as a CSI Progress School from the Department of Education. Our content mastery has increased over the last three years. Our ELA proficient and above students have increased over the past three years. Our Math proficient and above students have improved the last three years. We were recognized as a math leader school.
Amerman also mentioned community events at the school, like Family Science Night, Poetry Cafe, and more. He noted the school has a four-star climate rating and 95 percent staff retention.
He closed by saying, “Anna K. Davie is definitely the place to be.”

Spotlight: East Central Elementary School - Ms. Samantha Lindsey
East Central Principal Samantha Lindsey took center stage for the school spotlight as she highlighted the many good things happening at East Central Elementary.
“It is my privilege to share all the wonderful things about East Central that show that our motto, ‘Excellence in Everything,’ is true. Our faculty and staff spend countless hours pouring into our students to help them reach their potential,” she said.
Lindsey spoke about the school’s excellent results on CCRPI tests, helping the school score among the region’s best in several categories. She also talked about East Central’s emphasis on literacy and the Read Across Rome program, with events like the Masked Reader and author visits, including a recent one from Eric Litwin, the author of the Pete the Cat books.
She noted the school received the Ready Georgia Seal of Preparedness and has placed an emphasis on STEM as well as art, with a new full-time art teacher.
East Central has also placed a big emphasis on family engagement, with close to 30 engagement events planned for this school year, including the Halloween parade, Thanksgiving luncheons, Veteran’s Day celebrations, and more.

School Spotlight-West Central Elementary School
West Central Principal McKesey Wheeler presented about West Central. She noted that student attendance has been over 96 percent for August and September. Wheeler said West Central is striving towards the highest attendance in the district. She also said that West Central was named a PBIS Distinguished school while also winning awards from Rome City Schools for best overall staff attendance and best staff retention.
West Central saw big gains in recent GMA Testing, ranking fifth out of 130 region schools in typical or high growth for ELA and 16th out of 130 schools for typical and high growth for math.
Wheeler noted the school also puts a big focus on stakeholder engagement, holding several well-attended events each, including the Hispanic Heritage Celebration, a parents at the park event, trunk or treat, grandparents luncheon, and the upcoming Thanksgiving luncheons.

School Spotlight-Elm Street Elementary School
Elm Street Principal Lisa Strack reviewed highlights from the school, praising the school’s staff and students for their hard work and for moving the needle.
Strack noted that the school has elevated student achievement by focusing on getting the students to school and building trust with them. She mentioned the school won the RCS Attendance Day Challenge and was recently honored as a PBIS Recognition School and earned a four-star climate rating.
Strack also said growth is the goal, and Elm Street takes that seriously. The school achieved the highest growth in ELA in the Northwest Georgia RESA, and the No. 2 spot in NWGA RESA in math in the recent Georgia Milestones. The school also showed significant growth in fifth-grade science, math, and literacy.
“We have an amazing team, amazing students, and amazing partners. Elm Street is truly the best street,” Strack said.
