Call to Order
The Athletic/Medical/Staff Committee meeting was called to order by Chairperson Ronald McMorris.
Discussion and action for Renewal of School Resource Officer Cooperative Endeavor Agreement with Livingston Parish Sheriff's Office and City of Denham Springs

Risk Management Coordinator Daniel Desselle requested the renewal of the Cooperative Endeavor Agreement (CEA) between the school system and the Livingston Parish Sheriff’s Office for the continued physical presence of Sheriff’s deputies at schools throughout the parish.

The current cost of the agreement is $600,000.00, calculated as one-half of the annual cost for twelve (12) deputies, with payments to be invoiced on a quarterly basis.

Under this agreement, the Livingston Parish Sheriff’s Office will provide POST-certified, fully commissioned deputies to be assigned by the Sheriff’s Office as School Resource Officers (SROs). The assigned deputies will cooperate and work collaboratively with the principals and school administration at the schools to which they are assigned.

This agreement shall be for a term of one (1) year, beginning on July 1, 2026, and ending on June 30, 2027.
After discussion, a motion was made and duly seconded to renew the School Resource Officer CEA with the Livingston Parish Sheriff's Office. The CEA is maintained with the official record and is incorporated into these minutes by reference.

Daniel Desselle requested the renewal of the Cooperative Endeavor Agreement (CEA) between the school system and the Denham Springs Police Department for the continued physical presence of law enforcement officers in schools located within the City of Denham Springs.

The current cost of the agreement is $100,000.00, calculated as one-half of the annual cost for two (2) officers, with payments to be invoiced on a quarterly basis.

Under this agreement, the City of Denham Springs will provide POST-certified, fully commissioned officers to be assigned by the Denham Springs Police Department as School Resource Officers (SROs). The assigned officers will cooperate and work collaboratively with the principals and school administration at the schools to which they are assigned.

This agreement shall be for a term beginning on July 1, 2026, and ending on June 30, 2027.

Discussion and action for Renewal of Security Office Detail Program Cooperative Endeavor Agreement with Livingston Parish Sheriff's Office
Risk Management Coordinator Daniel Desselle requested the renewal of the Cooperative Endeavor Agreement (CEA) outlining the continued implementation of the school safety program.
During the previous year, the Livingston Parish Sheriff’s Office completed 4,118 school assignments throughout the parish and provided nearly 34,000 hours of perimeter security. Under the agreement, the Sheriff’s Office will contribute 60% of the cost, while the School Board will contribute 40%, with payments to be invoiced monthly.

The cost of the program is $42.00 per hour. The current schedule includes twenty-four (24) daily assignments and eleven (11) additional assignments consisting of either half-day or full-day shifts. Officers will rotate throughout the parish, with emphasis placed on more remote schools.

The Livingston Parish Sheriff’s Department will provide the necessary manpower and coordinate law enforcement officers, including commissioned deputies, local municipal law enforcement agencies, surrounding law enforcement agency personnel, and other enforcement agencies approved by the Sheriff.

This agreement shall be for a term of one (1) year, beginning on July 1, 2026, and ending on June 30, 2027.

Discussion and action for Renewal of Crossing Guard Program Cooperative Endeavor Agreement with Livingston Parish Sheriff's Office

Risk Management Coordinator Daniel Desselle has requested the renewal of the Cooperative Endeavor Agreement (CEA) for the Crossing Guard Program with the Livingston Parish Sheriff’s Office.

Under this agreement, the Livingston Parish Sheriff’s Office will provide training and continued support to school crossing guards. The Sheriff’s Office will contribute 100% of the costs associated with the Crossing Guard Program.

The cost of the program is $650.00 per crossing guard per month.

This agreement shall be for a term of one (1) year, beginning on July 1, 2026, and ending on June 30, 2027. There are no changes to this agreement.

Discussion and action for Renewal of Excess Workers' Compensation Insurance

Norris Insurance Consultants, Inc., represented by Carmel Breaux, presented and recommended the renewal of the Excess Workers’ Compensation Insurance policy through agent Erdey Agency with carrier Safety National.

The estimated annual premium for the renewal is $111,053. This premium is based on estimated payroll, as workers’ compensation insurance premiums are subject to adjustment following the annual payroll audit. Once the actual payroll figures are determined at the end of the policy year, the final premium may be adjusted accordingly.

This amount represents the estimated premium required to initiate the renewal policy.

Norris Insurance Consultants, Inc., represented by Carmel Breaux, presented and recommended the renewal of the Disaster Management Insurance policy through agent Erdey Agency with carrier Lloyd’s of London.

There are no changes to this policy. The annual premium for the renewal is $17,496.00.

Discussion and action for Renewal of Excess Crime Insurance

Norris Insurance Consultants, Inc., represented by Carmel Breaux, presented and recommended the renewal of the Excess Crime Insurance policy effective July 1, 2026, through agent Erdey Agency with carrier Travelers Casualty Company.

There are no changes to the terms and conditions of the policy. However, the carrier is offering a three-year policy term for this renewal. The annual premium will remain at $12,654.00.

The policy premium will be billed annually at $12,654.00, and the three-year agreement provides a flat renewal rate, eliminating the need for annual underwriting review and protecting against potential annual rate changes during the policy term.

Discussion and action on 2026-2027 Professional Evaluation Plan (PEP) introduction

Human Resources Supervisor Bryan Wax presented a proposed update to the Professional Evaluation Plan (PEP) for the 2026–2027 school year to ensure the plan more accurately reflects current positions and responsibilities throughout the district.

The revisions include updates to several job titles and job description responsibilities to better align with the actual duties being performed by employees. Additional updates include corrections to minor typographical and formatting errors, as well as the addition of positions that were inadvertently omitted in previous years.

One temporary grant-funded position, previously approved by the Board earlier this year, has also been added to the plan.

These updates do not increase the number of positions or impact the district’s General Fund personnel budget. The revisions are intended to improve accuracy, consistency, and alignment between employee expectations and the evaluation process.

Mr. Wax respectfully recommended approval of the proposed updates to the Professional Evaluation Plan.

Curriculum Director, Beth Jones presented the Redesign Grant for Targeted Instructional Support Proposal.
- Grant Opportunity Presented: Livingston Parish awarded a redesign grant to support targeted instructional improvement in high-need schools.
- Targeted Schools: South Fork Junior High School (CIR) and Westside Junior High School (UIR).
- Proposed Positions: Approval requested for 1 ELA and 1 Math instructional coach to provide direct, school-based support.
- Funding: $50,000 per position through grant; remaining costs covered by Title II funds; positions are grant-dependent (no long-term general fund obligation).

Supervisor of Child Welfare & Attendance Spencer Harris presented the Redesign Grant for Targeted Attendance Support Proposal.
- Grant Awarded: Livingston Parish received a $100,000 attendance grant to strengthen district-wide attendance systems.
- Proposed Position: Approval requested for one District Attendance Support position to assist schools with intervention, monitoring, and family engagement.
- Focus Areas: Primary support for South Fork Junior High School and other schools with high absenteeism.
- Funding: Grant-funded (182-day contract); no impact to the general fund, and the position is not permanent.
