Student And Staff Data Collections

(1) DEFINITIONS.


(a) Data Warehouse – a read only, historical data repository accessible by authorized
users which enables the coordinated, architected, and periodic copying of data from
various sources into an environment optimized for analytical and informational
processing.


(b) Decision Support System (DSS) - also referred to as Business Intelligence, is a
system or group of tools linked to the Data Warehouse, specifically designed to allow
authorized organizational end users to perform computer generated analyses of data on
their own. The DSS provides the resources necessary to accomplish simple querying and
reporting, on-line analytical processing (OLAP) and data mining. Data mining is used to
prospect the data in the warehouse to discover something of interest even when specific
questions are not known.


(c) Georgia Statewide Student Information System (GSSIS) – The GSSIS is the
system that will be used to collect data from school systems and to produce Full-Time
Equivalent, Student Record, and Discipline reporting requirements beginning in school
year 2006-2007. GSSIS is the term used collectively to refer to the system comprised of
the following components: data warehouse, decision support system and Georgia Testing
Identifier.


(d) Georgia Testing Identifier (GTID) – a unique, unchangeable, random ten digit
number containing neither leading or trailing zeroes, nor three or more contiguous
numbers that are the same, (ex. 111, 2222, etc.) assigned on a permanent basis to each
student enrolled in a publicly funded K-12 Georgia school or program.


(2) REQUIREMENTS.


(a) Local school systems shall report FTE information in accordance with the
department’s Full-Time Equivalent (FTE) Guidelines and Documentation as posted
on the department’s website. In compliance with the guidelines and timelines
published by the department, local school systems shall provide for each student in
electronic form all information specified in the Full-Time Equivalent (FTE)
Guidelines and Documentation.


(b) Local school systems shall report Student Record and Discipline data in
accordance with the department’s Student Record/Discipline Data Collection
Guidelines and Documentation as posted on the department’s website. In compliance
with the guidelines and timelines published by the department, local school systems
shall provide for each student in electronic form all information specified in the
department’s Student Record/ Discipline Data Collection Guidelines and
Documentation.


(c) Local school systems shall maintain the confidentiality of student data in
accordance with the Family Educational Rights and Privacy Act (FERPA).

 


(d) Georgia Statewide Student Information System.


1. Local school systems shall provide the data required to populate the GSSIS data
warehouse at least monthly on a schedule to be published by the department. The
transference of local SIS data to the data warehouse shall commence not earlier than
September 2005 but not later than January 2006.


2. Through July 2006, school systems shall continue to report FTE, Student Record
and Discipline as currently prescribed by the department and shall also provide data loads
as described in (2)(d)(1). Beginning in August 2006, the department shall produce FTE,
Student Record and Discipline reports using data provided solely through the GSSIS.


(e) Georgia Testing Identifier.


1. Each student enrolling or enrolled in a publicly funded K-12 Georgia school or
program shall be assigned a Georgia Testing Identifier (GTID). The GTID assigned to a
student shall not change.


2. The department shall provide the initial assignment of the GTID to all students
enrolled in a publicly funded K-12 Georgia school or program in the 2004-2005 school
year.


3. As a component of the GSSIS, the department shall provide, to each local school
system, an electronic data system for the creation, tracking and maintenance of the GTID.


(i) Local school systems shall receive access to the GTID system after July 2005, and
shall be responsible for assigning GTIDs to every new enrollee.


4. No later than school year 2006-2007 local school systems shall accurately record
the GTID on all state assessment answer documents whether this is accomplished through
a pre-printed label, bubbled in by hand or some other approved method.


5. No later than January 2006, the GTID shall be included as the primary student
identifier for all reports and files submitted to the GDOE, including participation in all
state assessments, programs and funding activities as well as federal programs and
funding activities unless specifically exempted by the Georgia Department of Education.
Any student information not identified by a GTID will not be loaded into the GSSIS data
warehouse.


6. Beginning with the start of the 2006-2007 school year each school and school
system shall include the GTID on all transcript records whether electronic or in print.
